A native of Charleston,
South Carolina, 2d Lieutenant (1LT) Bliss enlisted in the Marine Cops in 1982. After completing recruit
training at Parris Island, South Carolina. LT. Bliss attended Infantry Training School at
Camp Geiger, North Carolina. He has served tours of duty at: Company B, Marine Barracks,
Subic Bay, Republic of the Philippines 1982-1984, Company I, 3rd Battalion, 2nd Marines,
Camp Lejeune, North Carolina 1984-1987, USS Canopus, Marine Detachment, AS-34, Kingsbay
Georgia 1987-1989, Weapons Company, 3rd Battalion, 2nd Marines, Camp Lejeune, NC
1989-1992, Drill Instructor, 3rd Battalion, I Company, Parris Island, SC 1992-1994, and
Company C, 1st Battalion, 3rd Marines, Kaneohe Bay, Hawaii 1994-1997. He has also
served aboard the USS Tripoli, USS Religh, USS Carl Vincent, USS Kitty Hawk, SBN Francis
Scott Key, and the USS Kammeahmeah. In 1997 LT. Bliss reported to the University
of Kansas, Naval ROTC Unit and assumed the duties of Assistant Marine Officer Instructor.
In August of 2000 LT. Bliss left the Marine Corps as a Staff Sergeant (E6)
to pursue his educational goals and to follow his dream of a presidential
commission. LT. Bliss joined the Kansas Army National Guard in
December of 2000 and attended Officer Candidate School (OCS)
at the Kansas Regional Training Institute (RTI), Salina, Kansas.
Upon completion of OCS, LT. Bliss received a federal commission as a
Second Lieutenant in the Kansas Army National Guard.
1LT. Bliss has been awarded the: Navy Commendation
Medal, Navy and Marine Corps
Achievement Medal with one gold star, Combat Action Ribbon, Naval Unit Commendation,
Meritorious Unit Commendation, Meritorious Unit Commendation with one bronze star, Navy
Battle Efficiency "E" Ribbon with two E's, Good Conduct Medal with
four stars,
National Defense Service Medal, South West Asia Service Medal with two bronze stars, Sea
Service Deployment Ribbon with four bronze stars, Navy Arctic Service Ribbon, Navy and
Marine Corps Overseas Ribbon, Drill Instructor Ribbon, Kuwait Liberation Medal with Palm,
Kuwait Liberation Medal Fourth Degree and wears the device of a basic
paratrooper, a ranger tab, air assault badge, Drill Instructor Badge.

Bliss currently holds the military occupational specialties of Infantry Platoon Sergeant,
Scout Sniper, Drill Instructor, Primary Marksmanship Instructor, Jungle
Environment Survival Instructor, Administrations Clerk, Basic Parachutist,
Signal Officer, M2A2 ODS Bradley Commander, and Ranger.
He has completed the Amphibious Warfare School (non
resident course), Advanced Staff Non Commissioned Officers School (non resident course),
Staff Non Commissioned Officers School, Advanced Infantry Platoon Sergeant
School, and Officer Candidate School, Bradley Infantry Fighting Vehicle
School, and Signal Officers Basic Course. He holds a Bachelors of Science degree in Computer
Engineering from Pickering University, Bachelors of Science in Information
Technology from American Intercontinental University (AIU), and Masters of
Science in Information Technology (AIU). 1LT Bliss is currently working on his
Doctorate Degree in Information Technology at the University of Kansas
(KU).
Upon leaving the Marine Corps LT. Bliss, his wife Lynne and three children (Ashley, Joshua, and
Kaylynn) established residency in Lawrence, Kansas. LT. Bliss is
employed as a Federal Technician for the State of Kansas as the State Web
Technology Manager, Joint Forces Headquarters, Kansas Army National Guard,
Topeka, KS and is the project manager for
Kansas Knowledge Online. 1LT
Bliss also serves as the communications officer (S6) for the 2nd, 137th
Infantry, Kansas City, Kansas and as CEO/President of
Bliss Networking, Inc.,
Lawrence, KS.
